Is Uttar Pradesh (UP) the next Gotham City?

Uttar Pradesh is becoming a crime town and times are near when people will call UP as the Indian Gotham City. Maybe UP was destined to be the next Gotham city, the only difference is that it does not have a savior like Bruce Wayne (Batman).

Uttar Pradesh is becoming a crime town and times are near when people will call UP as the Indian Gotham City. Maybe UP was destined to be the next Gotham city, the only difference is that it does not have a savior like Bruce Wayne (Batman). 



A common theme in stories set in Gotham City is the rampant and recurring corruption within the city's civil authorities and infrastructure, most notably within the Gotham City Police Department. Though Gotham is Fictional but Uttar Pradesh and the crimes that occur here are not; and this is the bitter reality. 

Gotham City had the Joker?s gang and the Wound Ravens, but UP has more ferocious circuit of gangs. 

Uttar Pradesh tops crime list in India: National Crime Records Bureau (NCRB). 

Uttar Pradesh reported the highest number of cases of murder, as high as 16.1%, followed by Bihar with 8.4%. Uttar Pradesh recorded the highest number of heinous crimes such as murder and those against women in the previous 2 years, according to the data of the National Crime Records Bureau. UP, the country?s largest state, reported the highest number of cases of murder ? 4,889 ? accounting for 16.1% followed by Bihar where 2,581 (8.4%) murders took place last year. 



UP registered 14.5% (49,262 cases) of total cases of crime against women during 2016. 

Rape cases recorded an increase of 12.4% from 34,651 cases in the country in 2015 to 38,947 in 2016, according to the NCRB data. 

A total of 37, 37,870 people were arrested in the country in 2016 for various crimes while a total of 32, 71,262 people were charge sheeted, 7, 94,616 were convicted and 11, 48,824 people were acquitted or discharged. 

While reporting gender-based crimes has become easier, experts stated that rape cases continue to be under-reported because of the social stigma that women and their families face. 



Recently, an eight-year-old girl was raped and killed in Kathua district of Jammu and Kashmir. A Special Investigation Team has arrested eight people, including two Special Police Officers (SPOs) and a Head Constable, in connection with the horrific incident. 

In Uttar Pradesh?s Unnao, a teenage girl alleged she was raped by ruling BJP legislator Kuldeep Singh Sengar, who has been arrested by the CBI, which is probing the case. 

Is Yogi playing a major role in increasing Crime Rate? 

BJP promised decrease in the Crime but it is yet to be seen and it is too early to expect transformative changes from Yogi?s government, there have been some perceptible differences ? a more obvious muscle flexing by Hindutva goons, and the administration going lax where victims are from the minority communities or Dalits 

Recently UP government took a major step, which might give criminals liberty to commit more crimes. Uttar Pradesh government withdrew a 22-year-old case against chief minister Yogi Adityanath under the new law passed by the state assembly last week. 

But with this law, the case against the CM isn?t the only case that gets withdrawn. After this move, nearly 20,000 cases that run against politicians and other criminals will get withdrawn by default. The UP government has related these cases to not serious; Adityanath has said the new law will be used to do away with cases that are not serious. 



The case against Yogi Adityanath involves flouting prohibitory orders to hold a public meeting in his home turf Gorakhpur in 1995. Minister of State for Finance Shiv Pratap Shukla and BJP lawmaker Sheetal Pandey were also named as accused in the case. 

"It has started with Yogi Adityanath and now, all politicians are hoping that their cases will be withdrawn," said Samajwadi Party leader Akhilesh Yadav, who was chief minister before Yogi Adityanath took over. 

"It remains to be seen if it is going to be just 'inconsequential cases' as the chief minister puts it, or will the government also withdraws serious cases," said Mr Yadav, whose Samajwadi Party opposed the bill in the assembly. The BJP has a massive majority in the UP assembly after sweeping elections in the state earlier this year, and can easily push legislation. 

Uttar Pradesh has been one of the states known for a high percentage of legislators who have criminal cases -- including that of murder, kidnapping, and crimes against women -- against them. 

 A report in March this year by election monitoring group ADR said that out of 402 legislators in the state then, 143 or 36 per cent MLAs have criminal cases.
